Cedar Hills council approves monthly-meeting code change and signs on to Harvey Boulevard interlocal agreement

The Cedar Hills City Council on Tuesday voted to amend city code to require the council to hold regular meetings at least once a month and to adopt an annual meeting schedule by ordinance, and authorized the mayor to sign an amended interlocal cooperative agreement with Pleasant Grove City to complete the Harvey Boulevard TIP project.

City Manager Chandler Goodwin told the council the proposed revision to City Code Title 1-5-5 removes hard-coded references to a specific ordinance, location and start time and instead directs the council to "hold regular meetings to conduct the business of the city at least once a month" and to prescribe meeting time and place by ordinance. Goodwin said the city plans to present a 2026 meeting schedule at the council's Dec. 2 meeting and that the regular meeting start time will be 6:00 p.m. under the proposed schedule. "We've changed the location here early, hopefully, in the next month or 2," Goodwin said, adding the intent is to "clean things up" and avoid revising code annually.

The council adopted Ordinance No. 11-18-2025A on a voice/roll-call vote after Councilmember Price moved to approve the code amendment and the motion was seconded; Councilmembers Allison, Morgan, Price and Smith recorded "Yes." The ordinance changes the mechanics of how the annual meeting schedule is established but leaves the council with discretion to call additional meetings when needed.

On a separate item, Goodwin described an amended interlocal cooperative agreement with Pleasant Grove related to the Harvey Boulevard TIP (Transportation Improvement Program) project. He said Mountainland Association of Governments (MAG) provided $4,600,000 in new funding for the project that covers about 94% of the cost; the remaining 6% is the local match, to be split so Cedar Hills and Pleasant Grove each pay 3% of the total. Goodwin emphasized the project addresses utilities, right-of-way acquisition and sidewalks on a collector road that serves school routes and improves east-west connectivity to Alpine Highway. "Because this project is multi jurisdictional between Pleasant Grove and Cedar Hills, there's a secondary agreement between Cedar Hills and Pleasant Grove on helping to fund it," he said.

Councilmember Morgan moved to approve Resolution No. 11-18-2025A authorizing the mayor to execute the amended interlocal agreement; the motion was seconded and passed with Councilmembers Allison, Morgan, Price and Smith voting in favor. Goodwin said the city will continue to pursue additional TIP funding for other projects.

Other council business included staff and council reports. Goodwin announced the municipal golf course is scheduled to close next week (weather-permitting); junior-jazz sign-ups are closed with a wait list available; street sweeping will occur next week and residents were asked not to park on streets during the service; and the finance department received a Distinguished Budget Award. Councilmembers also discussed the state-level Local Administrative Advisors program and a recent state water-infrastructure study that included a cited statewide cost estimate mentioned during discussion, and the council was reminded of upcoming community events and the opening of winter shelters.

The council convened a closed session under Utah Code 52-4-205(1)(c) to discuss pending or reasonably imminent litigation and later returned to open session and adjourned the meeting.
