Cedar Hills approves interlocal agreement for $5.96M Harvey Boulevard TIP project; city share estimated at ~3%

The City Council approved a resolution authorizing the mayor to execute an amended interlocal cooperative agreement with Utah County for a MAG‑funded Transportation Improvement Program (TIP) project on Harvey Boulevard.

City Manager Chandler explained that the original project estimate (~$1.5 million) rose to about $5.964 million after detailed engineering revealed added costs for drainage, utility relocations and land acquisition. Chandler said the project is regionally significant as a collector road connection and a school‑bus route; the county/MPO and MAG approved increased funding and the MPO board recently finalized the allocation. Under the TIP funding rules discussed in the meeting, cities typically cover about 6% of project costs; Cedar Hills is partnering with Pleasant Grove and will split that local share (roughly 3% each), which Chandler estimated at about $200,000 for Cedar Hills to be covered with impact fees.

Council members asked why the project’s cost escalated and whether the improvements were still justified. Chandler and staff said the project improves safety—wider lanes, sidewalks, shoulders and turning radii—on a regional collector and resolves design deficiencies such as misaligned approaches at a four‑way intersection. Councilmember Lisonbee moved to approve Resolution 10‑21‑2025B authorizing the interlocal agreement; the motion passed unanimously by roll call.

The agreement will require the city to invoice the county for work and provide its local match; Pleasant Grove will reimburse Cedar Hills for its share of the local match for work on property where Pleasant Grove is the majority landowner. Project design and right‑of‑way work will proceed under the interlocal terms.
