Chandler, the city manager, said the proposed restaurant would be about 2,000 square feet on roughly seven‑tenths of an acre in the Cedar Hills Retail Center. The plan shows a drive‑through configured to stack about 12 cars, landscaping covering about 37% of the lot and a separate pad for a Dutch Bros coffee shop. Chandler said the planning commission had reviewed the design and recommended it to the council after several rounds of revisions to elevation and materials.
Council discussion focused on the drive‑through stacking, vehicle access points and the building’s elevation and brand colors. Councilmember Ellison moved for final approval “subject to traffic studies, final engineering review, and planning and zoning review,” and the motion was seconded and approved in a roll‑call vote. The council declared the motion unanimous.
The decision authorizes staff to continue permitting under those conditions; the council did not modify the site plan’s core elements during the vote. There were no public speakers who opposed the project during the hearing.
The council’s action is procedural final approval at the city level; remaining requirements include satisfying the stipulated traffic and engineering reviews before permits are issued.
