Jake, a city planner, told the council that planning staff and engineering reviewed preliminary access and that a flag-lot arrangement could be feasible if the owners submit a future building application. “We had a public hearing at the planning commission and there were concerns about safety and access on Island Road,” Jake said, noting that no new public streets are proposed for the parcel.
