Council adopts ordinance to add secondary-water fee to fee schedule; no immediate bill increases

Morgan City Council adopted Ordinance 26-01 on Jan. 27 to amend Title 1.15 of the municipal code by adding the city’s secondary-water monthly fee for single- and multifamily properties to the consolidated fee schedule.
City staff explained that the rate being added already reflects what customers have been paying; the ordinance simply codifies the charge in the consolidated schedule. Ty (city staff) said the city is also installing secondary-water meters under a grant and will pursue a broader water-rate and impact-fee study in the future to evaluate metering and long-term rates. No bills will change as a result of the ordinance.
Council discussion covered why North Morgan was not part of the original secondary-water program (crossing under the freeway and railroad presented infrastructure difficulties), the staged installation of meters and the state requirement to meter secondary systems. A council member moved to adopt the ordinance; the motion was seconded and the ordinance passed unanimously.
Next steps: staff will proceed with meter installations tied to development and grant timelines and will return to council with any recommended rate or fee-study changes.
