He told the council that comparable methods have worked in other municipalities and that good unit pricing made it feasible to consider additional city-wide work under the same contract.
The measure (Resolution 26-03) explicitly authorizes the mayor and staff to finalize the contract with Post Asphalt & Construction and to approve negotiated change orders within the approved process. A council member moved approval after brief technical clarifications; the motion was seconded and the mayor called a roll call. The resolution passed unanimously.
Council members and staff discussed timing and budget impacts: crews and contractors are being scheduled to bid early in the year to capture lower rates, and the city expects work to begin when temperatures permit (staff estimated field work starting in late spring, with chip sealing and fog sealing completed in phased steps). Staff noted the project will require a budget amendment because some work scheduled from the previous year rolled into the current budget cycle; the council said it planned to approve an amended budget later in the fiscal year to accommodate the accelerated schedule.
