Highlights from the presentation by the parks director included: Apopka Action Sports Park (CRA budgeted $500,000; about 9,000 sq ft) — construction was wrapping up with anticipated mid‑March closeout and a proposed grand opening; Downtown Apopka Trail phase 1 (budgeted at a little over $1,100,000 for an approximately 1.1‑mile addition) — anticipated completion April 2025; and Northwest Recreation Complex upgrades including a new inclusive playground (~13,000 sq ft) with accessible 'go rounds,' a zip‑style play feature, and two new play structures that retain the existing tree canopy; staff said the playground was expected to open as soon as installation and final work complete (anticipated April 2025).
The department also described multi‑purpose field build‑out (roughly 980,000 sq ft of playing surface), a design for a 10‑court pickleball and 10‑court tennis facility with lights and ADA parking, gazebo and stage replacement projects at Kentland Park, cemetery columbarium upgrades and automatic gates, and an ongoing process to finalize a Tourism Development Tax (TDT) grant award and agreement. The director said the total project scope associated with the TDT grant is approximately $13,100,000 covering amphitheater upgrades and a four‑field softball quad plus restroom and concession improvements.
Staff noted some procurement activities are in open solicitation, and that certain work (for example relief driveway and parking at Northwest Rec) is out to bid. Council members asked clarification questions about timelines, fences at cemetery locations and grant timing; staff reported the county has returned the funding agreement for the TDT award and the city is completing internal reviews before bringing the agreement to council for approval.
