Council approves city attorney settlements and abatement order; property owner appeals denied

After returning from executive session the Los Angeles City Council approved two settlement recommendations from the city attorney and acted on a property abatement appeal.
Item 37 authorized payments related to a settlement in the amount of $5,200,000 (approval recorded at 10 ayes when returned to open session). Item 38 authorized an additional settlement payment of $195,432.49 for a separate case; the council recorded the vote as 10 ayes on that authorization as well.
On a contested property matter (Item 39) Brando Valencia spoke on behalf of his father about citations and the installation of a fence. The Department of Building and Safety presented records showing an abate order that required fencing and documented mailing to the owner of record; the department said the property was not fenced as ordered despite other compliance work. Councilmember Walters moved to approve the abatement/assessment action and the council recorded the motion as approved (12 ayes recorded).
