At a regularly scheduled meeting, Brea Olinda Unified School District staff delivered the Local Control and Accountability Plan (LCAP) midyear report and budget overview required by the state. Administrative Director Lauren Tovar walked trustees and the public through the district’s four LCAP goals and the status of metrics and expenditures.
Tovar said the district uses a colored “bucket” system to indicate progress: green (outcome known), blue (in progress) and red (outcome unknown). She summarized metrics tied to each goal — including I-Ready diagnostics, CAASPP and ELPAC testing, suspension and chronic absenteeism rates, AP participation, and new indicators such as science and college- and career-readiness.
As of the December 2024 report cited in the presentation, Tovar reported the district had expended roughly 56.98% of allocated funds for Goal 1 (academic achievement), about 59.6% for Goal 2 (student well-being) as presented, about 33.77% for Goal 3 (technology and innovative learning), and about 28.25% for Goal 4 (culture and safety). Tovar noted some actions have been delayed by staffing and shifting priorities and that final data tied to state testing will be available after spring testing.
Trustees asked whether the district faces state sanctions if goals are not met; staff responded that the midyear process is part of a continuous-improvement cycle and that unspent budgets are carried into the next year but must be reported and spent on LCAP goals. The board applauded the work of educational services and acknowledged the heavier reporting requirements in the new template.
