Human services director warns of potential federal funding freeze; county plans to shield CCAP clients

Human Services staff told the board they received letters referencing potential federal funding freezes affecting programs such as TANF, the Child Care Assistance Program (CCAP) and the Social Services Block Grant. The county reported the state had obtained a temporary restraining order extension, temporarily preventing a freeze, but staff said they were awaiting final court orders.
Human Services Director (Speaker 12/Linnea) said county officials had instructed staff to prepare recipient communications explaining possible timelines and that the county intended to avoid a sudden "cliff effect" on CCAP families if a freeze were to become final. "We are committed to not having a cliff effect on CCAP if the freeze were to take place," the director said.
Staff also briefed commissioners on ongoing state-level districting and shared-services proposals that would centralize some functions (scanning, a state-tier 1 call center, and certain eligibility processing) and could reconfigure county–state operations. Commissioners raised questions about staffing assumptions in proposed shared services (the state anticipates 251 call-center employees for tier 1) and sought clarity on how county-level direct workers would be retained for complex eligibility determinations.
No formal board action was taken; staff will continue to monitor court outcomes and state legislative and RFP processes, and will update the board as orders and RFP details become available.
