At its Sept. 23 meeting the election committee recorded the following formal outcomes and consensuses:
1) Ballot return-address change (motion and vote) Motion: Amend the regulations to require that the return address on ballot packages be the election committee at the VMA office address. Outcome: Motion seconded and passed by voice vote; no opposition recorded. Committee will insert the one-line change into the regs and include the language in its report to council.
2) RFP scope consensus Decision: Committee reached a 100% consensus to narrow the RFP to a single task: hire a contractor to perform voter-roll verification. The operations manual will be developed in-house with committee members and ChatGPT assistance.
3) Referendum provision Decision: After discussion about petition thresholds, litigation risk and alternatives (petitions, forums), the committee recorded a consensus to table the referendum item and not to advance it this year.
4) Attorney access recommendation (action to forward) Decision: Committee members agreed to prepare a standalone recommendation to the council restoring or clarifying direct access for statutory committees to the village attorney; this will be submitted separately for prompt consideration.
Procedural notes: Several items (including RFP finalization and committee report drafts) are due for circulation over the coming weekend so the village manager can receive materials Monday for the council packet on Thursday.
