County workforce‑housing ZTA could move quickly; village kept corner lots out of scope for now

Ron Bolt, village legal counsel, briefed the council on ZTA 25‑02, Montgomery County’s proposed workforce‑housing zoning text amendment. Ron said the county planning, housing and parks committee voted to forward recommendations to the full council and the amendment could be approved prior to the county’s August recess.
He noted two key welcomes for the village: corner lots have been excluded from eligibility under the current draft, and planning‑board site‑plan review remains required for projects—so developers cannot simply obtain a building permit without site‑plan review. At the same time, Ron said the current text allows joining multiple lots ("chaining") in eligible corridors, and while a council member proposed a limit of three lots, that limit had not been adopted in the draft he summarized.
Parking remains an unresolved issue; the ZTA does not change base parking requirements for multiunit dwellings and the planning staff recommended a waiver mechanism in constrained cases within a mile of transit. Ron also noted a state statutory clarification allowing villages to regulate buildings up to four units, meaning the village retains some local control over small multiunit buildings.
Next steps: Ron said neighboring municipalities are organizing to coordinate responses and the village is contributing to shared legal support for advocacy. Staff will circulate legislative materials and maps showing excluded corner lots to help residents and councilors track the proposal.
