Council approves conveyance of Lynch's River industrial-park water system; approves $1.5M RIA grant application for Alligator Rural Water

On Oct. 2 the Chesterfield County Council approved an ordinance on third reading authorizing conveyance of the Lynch's River Industrial Park water system to Chesterfield County Rural Water and separately approved staff-submitted grant actions related to rural water infrastructure.

The conveyance ordinance went to a third reading vote and carried by voice vote. The chair's reading of the agenda and motions recorded the ordinance title as authorizing the conveyance of the Lynch's River Industrial Park water system to Chesterfield County Rural Water System; the transcript includes an alternate spelling in one place ('Lincoln River') but the public-hearing and third-reading text repeatedly refers to Lynch's River.

Under item 12a council approved submission of a Rural Infrastructure Authority (RIA) grant application in the amount of $1,500,000 for Alligator Rural Water and Sewer Company to install an additional well. The materials read to council stated that the well would "generate approximately 500,000 gallons per minute" (figure recorded verbatim from the meeting packet in the transcript). Council moved and approved the RIA grant application by voice vote.

Both actions were recorded as approvals in the meeting minutes excerpt; the transcript does not show council adopting any funding appropriation for construction or a detailed implementation schedule in the council remarks. The items were approved as ordinances/applications that will move forward for implementation or further administrative processing.
