Chesterfield County Council used its Nov. 6 meeting to finalize personnel and procurement decisions, approve grant awards and direct staff on property negotiations.
Rules and personnel recommended Michelle Stanley as county administrator, and council approved the appointment. In a separate finance-committee motion, Miss Burns asked full council to adopt compensation recommendations for the new administrator: a stipend of $115,000 beginning in December and $130,000 beginning July 1; council approved the compensation motion by voice vote.
Staff presented several procurement recommendations that the council approved: on-call engineering contracts were awarded to AMT Engineering for road and stormwater work and to Alliance for building-related engineering; a propane supply contract was awarded to West Propane at $1.24 per gallon (locked Nov. 2024–Nov. 2025); and the county accepted a general-obligation bond proposal from First Citizens at a 4.53% interest rate on advice of bond counsel.
The council also approved accommodations-tax grant recommendations from the county committee (funded from accommodation-tax revenue, not general fund) and declared a list of obsolete Sheriff's Department computers surplus for disposal.
Counsel on agent described a grant-extension and agreement amendment related to a bookmobile program to cover a wheelchair-accessible van and additional meals; staff said this is a passthrough with no cost to the county and the council voted to approve the extension.
After an executive session to discuss economic development and property matters, the chair reported no votes taken in closed session. The council then authorized the administrator to make offers up to the amounts discussed in executive session to purchase two identified parcels (referred to in the agenda as Property I and Property A) and to enter contracts if the offers are accepted; those authorizations passed on voice votes.
The meeting ended with a public reminder of a comprehensive-plan meeting scheduled for Nov. 7.
