Planning commission backs fence-code clarifications but splits on wood fencing

City planning staff outlined modest changes intended to clarify language in Chapter 10-21 and related references: maintain current height and location standards (including standard rear-yard allowances), permit certain durable wood fencing materials if they meet durability specifications, allow vinyl-coated chain-link in recreational areas (to control balls and equipment), and retain administrative flexibility for security fencing at public utilities. Michael, the planning staff presenter, said the revisions are intended to reduce ambiguity and respond to resident requests.
Commissioners spent the bulk of the discussion on whether to allow wood fences and how to regulate their appearance and upkeep. Concerns included long-term maintenance and code-enforcement burdens; proponents said wood or composite options improve neighborhood aesthetics compared with brittle vinyl panels. Commissioners also discussed permitted fence colors (some favored an explicit "earth tones" or "neutral" standard) and whether to allow mixed-material fences (for example, a portion of wood with other materials).
A motion to recommend the amendments to the City Council, with staff's additional recommendations, carried; the commission recorded one opposing vote. The item will go to the City Council for a final decision.
