Council authorizes truck and sweeper purchases, ratifies Jan. 30 emergency declaration

Council approved a resolution authorizing the city manager to purchase two pieces of Public Works equipment: a dump truck (appropriation previously provided, staff cited an appropriation of $116,004.93 and noted an estimated saving of about $12,000 by selecting a 2024 model) and a replacement street sweeper to replace the 2016 unit that is failing. Assistant City Manager Tanya Arnold said the street‑sweeper purchase would use VDOT/street maintenance funds already budgeted and that surplus equipment (the 2016 sweeper) will be auctioned.

The packet and discussion included the procurement process (three vendors bid for the dump truck) and the rationale to avoid high‑maintenance, option‑heavy sweeper models. Council voted to authorize the manager to proceed; the motion carried unanimously.

Council also ratified a Jan. 30, 2026 declaration of a state of emergency made by the Emergency Services Director in anticipation of a predicted storm with potential tidal flooding and low temperatures. The director explained the declaration places the city in the queue for state and federal disaster assistance if substantial damage occurs, expands mutual‑aid options through the Virginia Department of Emergency Management and is the procedural step required within 45 days. Council unanimously ratified the declaration.

Next steps: Fleet will post the retired equipment for auction; Finance/Public Works will complete procurement under the approved authorization. Emergency declaration ratification is filed per Code of Virginia timing.
