Council adopts amendments allowing limited temporary RV occupancy with permit

On Feb. 9 the Saco City Council approved final amendments to Chapter 1-69 of the city code to allow temporary, limited recreational vehicle (RV) use in residential areas under specified conditions.
Councilor Edwards reviewed the red-lined amendments, which allow an RV to be occupied for a temporary period of 14 days with a permit application that includes a site plan showing the proposed location. Applications are restricted if an applicant previously received a waiver the prior year. The vehicle must have self-contained sewage disposal and potable water and meet electrical and residential-dimension requirements. Applicants also must file a solid-waste-management plan. The ordinance includes updated violation and penalty provisions to be determined after adoption.
Councilor Johnston advised caution in enforcement given existing community practices, suggesting codes staff apply a reasonable learning curve rather than aggressive initial enforcement. After brief discussion, the council approved the amendments on a roll-call vote, 6–0.
The ordinance amendments take effect according to the city's codification rules; the council directed staff to finalize penalty language and enforcement procedures following adoption.
