Staff said the RFI is an early step in the district’s municipal interest process and is intended to surface feasible reuse ideas that align with the city plan and parks and pathway objectives; it is not an RFP or commitment to a specific developer.
Staff member Lauren summarized that Color Strand’s frontage is zoned R‑1 while Wilmore Davis is R‑2; certain reuse scenarios (for example, townhomes) would require rezoning, while reuse by childcare or a charter school could proceed without a zone change. Staff noted the school board planned a surplus meeting on Feb. 12, and that the city intends to align RFI timing accordingly. Councilors asked about retaining historic school names, possible park connections to the Greenbelt, ADA‑compliant circulation on steep bluffs, and balancing public parkland with private redevelopment. Council generally agreed the RFI approach was appropriate and asked staff to circulate the RFI widely and return with proposals for review.
