Plano council certifies special election results and swears in Sean Thomas to Place 7

The Plano City Council on Feb. 2026 unanimously adopted a resolution canvassing the results of the Jan. 31 special election and formally swore in Sean Thomas as the council member for Place 7.
Lisa (city staff) told council the canvass packet contained certified returns from Denton and Collin counties: 183,982 registered voters in the city, 10,341 ballots cast (5.621% turnout), 160 mail ballots, and 14 provisional ballots of which 13 were counted. "For council member Place Number 7, Sean Thomas received 6,154 votes. Colleen Aguilar Epstein received 4,187 votes," Lisa reported. Council moved to adopt the canvass resolution and the motion passed 7–0.
Following the canvass, Lisa administered the oath of office to Thomas, who affirmed that he would "faithfully execute the duties of office". The mayor and council paused for photos and brief remarks. Deputy Mayor Pro Tem Julie Homer offered personal congratulations and reflected on city projects and her time on the dais.
The swearing‑in completes the certification process for the special election; no contesting motions or roll‑call objections were recorded. Council then recessed to executive session to address personnel, litigation and real estate matters and later reconvened to continue its agenda.
What happens next: Thomas took his seat at the dais immediately after the oath and will begin serving the unexpired term through the next scheduled election cycle.
