Holiday Council adopts code-enforcement changes, approves budget amendment and adds home to historic register

The Holiday City Council voted Thursday to revise the city’s code-enforcement rules, approve a budget amendment for fiscal 2025–26 and add a privately nominated house on East Arbor Lane to the city’s historic list.

Council members approved ordinance 2025-17, amending Title 7 of the city code to revise the administrative code-enforcement program. The council opened a public hearing on the changes and — after no public testimony on the ordinance — moved to a vote. Council members Gray, Quinn, Fotheringham, Durham and Brewer all recorded votes in favor and the chair voted yes; the ordinance passed.

The council then approved ordinance 2025-18, an amendment to the 2025–26 budget (effective 07/01/2025–06/30/2026). Christian (staff) reported there were no further changes from the council’s prior review; the motion to adopt the ordinance carried on a unanimous recorded vote.

Later in the meeting the council voted to add 2052 East Arbor Lane to Holiday’s historic-designation list under ordinance 2025-19. Council members praised the property owners and staff for the nomination process before voting to approve the designation.

All three ordinances were moved and seconded on the council floor; vote tallies as announced by the chair recorded affirmative votes from the five named council members called during roll and the chair.

The meeting record shows no amendments or failed motions on these items; council discussion emphasized fairness in enforcement and staff professionalism when the Title 7 changes were considered. The council also asked staff to document any needed follow-up steps related to implementation of the code changes.

The council adjourned the business items after accepting the votes and moved to other agenda business.
