Holladay planning staff preview general-plan update and engagement portal

Planning staff presented the general-plan update process and the new interactive portal at the Oct. 23 work session. Delaney and Stephanie said the update is organized into phases: building a foundation, outreach and draft chapters. Staff reported multiple engagement events, online questionnaires and an interactive portal that allows residents to view neighborhood-level data and provide feedback.
The draft general plan reframes chapter titles to be more accessible (for example, grouping topics under "neighborhoods") and keeps flexible land-use tools such as professional-office (PO) zoning available as buffer options within broader categories. Staff said the planning commission has reviewed the draft chapter-by-chapter and that a public hearing is scheduled for the planning commission soon; council-level public hearing and potential vote are expected in December if the schedule holds.
Councilmembers asked about the number of participants and how the new portal presents data to residents. Staff said they will provide engagement statistics and noted the portal links to data on housing, street-level issues and draft land-use maps. Councilmembers emphasized the importance of clarity in mapping and making any future code changes understandable and geographically defensible for residents.
Next steps: staff will continue planning-commission review, publish engagement summaries, and return draft general-plan materials to council for public hearing scheduling and potential adoption later in the calendar.
