At its Feb. 9 meeting the Norwalk Bike-Walk Commission focused on winter walking safety, pedestrian-signal questions and community concerns raised in recent public meetings.
Greg Pacielli told commissioners that, under the city ordinance, property owners are responsible for clearing sidewalks adjacent to their properties and that municipal lots are cleared by city crews; he said TMP (Transportation, Mobility and Parking) does not maintain a dedicated snow-clearing crew. He advised residents to submit snow- or signal-related issues via the City’s Click & Request app so requests can be routed to the appropriate operations department.
Commissioners discussed the idea of volunteer 'snow-shovel brigades' — informal neighborhood volunteer efforts — as a way to help residents who cannot clear sidewalks themselves. Commissioners said they have seen volunteers step in to clear sections of the Norwalk River Valley Trail (NRVT) after recent storms and agreed to promote Click & Request and volunteer options as part of education outreach.
On pedestrian signals, commissioners asked staff to clarify ownership and maintenance responsibility for the Water Street/Washington Street signal; staff said the intersection is on State Route 136 and may be state-controlled, and recommended submitting a Click & Request ticket to create a formal record.
What’s next: the education subcommittee will develop outreach explaining who is responsible for sidewalk clearing, how to file a Click & Request report, and volunteer options to help vulnerable residents during storms.
