Ferndale approves $647,907 water-main contract after environmental testing and bid review

The Ferndale City Council voted to award the 2026 Water Main Improvement Program contract to Bridal Excavating Company LLC for $647,907.50 after staff presented bid results and environmental testing.
DPW staff told the council the project focuses on replacing aging mains (some 80–100 years old) on Woodward Heights and Jarvis; the program aims to prevent breaks, improve fire protection and correct weak links in the system. The engineer reported 11 bids were received with a low bid of $647,907.50 and a high bid above $1 million. Staff said the apparent low bidder had not checked an addendum at submission, but subsequently confirmed in writing that the addendum work would be performed at no additional cost; environmental testing shows contaminated soil is not expected.
"We're recommending a waiver permitted under the bid documents and reviewed by the city attorney," the DPW presentation said, recommending award to Bridal Excavating. Council asked about prior experience, the reason to upsize a 6-inch main to 8-inch (capacity and fire protection), anticipated pavement restoration and how bid evaluation is handled; staff said trench restoration specifications are designed to provide long-lasting repairs and explained selection considerations.
Construction is anticipated to begin in summer 2026 with a fall closeout. The motion to award the contract carried on a roll-call vote.
