Staff reports boat-launch grant, HUD-funded dock RFP and breakwater staging; commission cancels March meeting

Catherine (staff liaison) briefed the Harbor Commission on a series of project updates during the Feb. 9 meeting, saying staff submitted the boat-launch grant application on Jan. 31 and that the state has the application for review.

"We did confirm they received the application from the City of Redondo Beach," Catherine said, and staff do not expect an official state update until January 2027 because of the state's review timeline. Catherine said the CEQA technical studies are being prepared in parallel and staff hope CEQA work will wrap in fall 2026 (staff later clarified timeline may vary).

Staff also said the HUD-funded base-in-three-slips dock-infrastructure RFP is being finalized (scope, environmental documents) and the Army Corps of Engineers' contractor met with the city and the King Harbor Yacht Club to discuss staging areas for the breakwater-repair project. Catherine said the Army Corps is evaluating staging needs and staff will host a larger stakeholder meeting once staging details are confirmed.

On other items, staff reported two proposals were received for the Fun Factory site and the city ordered seven ADA-compliant filtered water-bottle refill stations for the pier. The commission debated whether to meet in March; a motion to cancel the March 9 meeting was made and carried after a recorded voice vote in which multiple 'Aye' responses were noted and one member voiced opposition.

Staff asked commissioners to let them know if they have agenda items for the April meeting; the next commission meeting (April) will reconvene the regular schedule.
