Police outline pier staffing, quality-of-life enforcement and graffiti incident

Sergeant John Bannock of the Redondo Beach Police Department told commissioners the department prioritizes pier patrols and quality-of-life enforcement and is using seasonal staffing and cross-assigned school resource officers to increase presence during busy months.
"We do have our boat. We've had our boat in operation now... We have 2 boat operators," Bannock said, explaining that certified boat-operator schools are costly and limited in the state. He said the department supplements pier coverage by assigning school-resource officers and code-enforcement staff during summer months and holidays.
Bannock described a recent, isolated graffiti incident in which a group tagged Veterans Park and the International Boardwalk. He said investigators captured video of the event and characterized it as an out-of-area incident tied to a known gang set; he described the damage as "absolutely unfortunate, but isolated in that sense." Bannock urged the public to file formal police reports and call 911 or the non-emergency line when incidents occur: "When in doubt, write it out," he said, emphasizing that unreported incidents do not appear in departmental statistics used to deploy resources.
On harbor thefts and other property crimes, Bannock said thefts occur but are not necessarily pervasive; he encouraged victims to request a departmental report number so the department can better track and respond to trends.
The commission heard questions about staffing adequacy for winter vs. summer months, parking-garage incidents and whether quality-of-life reporting mechanisms (CFMs and an email address) can be used for harbor complaints. Bannock provided the quality-of-life email (qualityoflife@redondo.org) and said that CFM requests help prioritize enforcement.
The police presentation was received and filed; the commission did not take formal action beyond the receipt.
Next steps include continued emphasis on public reporting, seasonal staffing plans and patrol coordination with code enforcement and harbor staff.
