North Little Rock council approves multiple vendor contracts, software renewals and bid waivers

The North Little Rock City Council approved a series of resolutions authorizing renewals and multiyear contracts with private vendors and waiving formal bidding requirements in several instances, citing cost-effectiveness, renewal of specialized systems and state contract vehicles.
Among the items adopted were a multiyear contract for disaster-debris management with Crowder Gulf LLC, renewals and waivers for accounting and records-management software (BSNA, Southern Software), vehicle computer systems for new police cars (Bright Computers), purchase of video equipment from Motorola Solutions, licensing and server renewals via CDWG, security equipment for the Central Fire Station (Genesis DataCom), and a Dell Technologies procurement for city computer replacements. Council members repeatedly asked staff to record reasons on the public record when waiving bidding requirements; staff explained that state law allows waivers when bidding is not practical or when items are renewals or obtainable through state procurement vehicles.
Councilmember Hamilton said he appreciated explanations on the record and asked for reasons to be provided when waiving the law. City staff and department directors described the renewals as routine and in many cases part of enterprise systems that would be costly or disruptive to replace without advance planning. The storm-related contract for debris management was described as cost-effective to hold on a multiyear basis and as useful during recent tornado response.
Most of the renewals and contracts were approved by recorded vote with the council largely voting in favor. The council also approved a multiyear agreement for Internet services (Seagra LLC) for the electric department after discussion of the bidding threshold and the three-year contract term.
