Adams County to proceed with Practical Sense roof repair after two bids; work expected in late spring

County staff updated the committee on a planned roof repair at the Practical Sense resale store at 402 South Main Street. Staff reported the county purchased the building in 2006 and the roof has not been replaced in at least 20 years; multiple temporary repairs have been made since 2010.
Two contractor estimates were obtained: Singles Roofing quoted $68,450 and Your Choice Roofing quoted $66,738.90. "The Your Choice Roofing Company was the lowest of the 2 estimates by $1,711.10," staff said. The county finance director instructed the store manager to move forward with the lower estimate. Your Choice's owner, Henry Troyer, told staff the project is weather dependent and likely to begin in May or June; he requested a 10% down payment and a signed proposal to secure scheduling.
Staff explained the chosen solution is a membrane system (identified as a Conklin membrane system). The repair will be funded from the Health and Human Services capital project fund, which was created as part of the 2026 budget using available fund balance in the HHS fund. staff noted that once the roof work is complete, interior repairs related to prior leaks (ceiling tiles, paint and other damage) will follow.
Supervisors asked clarifying questions about roof slope and the membrane product; staff confirmed the membrane approach is what the estimate covers. The committee did not take a formal vote on the roof at this meeting; staff reported administrative approval and added the project to the monthly project status report for tracking and updates.
The finance director's administrative direction to proceed and the funding source were the principal outcomes reported to the committee.
