Human Resources presented the required resolution and benefits manager Taryn Mann explained that CalPERS permits administrative exceptions when retirees return for limited duties and hours. Director Eggleston said the rehired annuitant’s knowledge is important while the plant modernization continues.
Council members asked procedural questions about recruiting timeline and whether the rehired employee would be a bridge to a permanent hire. Director Eggleston said the city had not yet started recruitment but would recruit for the position and that the rehired annuitant would likely serve in a part‑time/hourly capacity while providing subject-matter expertise and training to staff. The motion to approve staff recommendation passed on a roll-call vote.
