The moratorium does not change the status of existing licensed retailers; it applies to new licenses and helps the city consider how to respond to the proliferation of stores and newer smoke‑shop formats.
Staff said additional details and potential ordinance amendments will be brought to council for consideration, and the public was advised to watch upcoming agenda materials for any formal proposals.
