He described the City Hall chargers as located outside the exit doors and the Browns Mill chargers as just outside the aquatic center.
Council members asked how many parking spaces would be taken; Harry said the installation will use four parking spaces at City Hall. Deputy McCoy and staff referenced a city ordinance threshold for qualifying lots — stating "I think the minimum is 100" parking spaces — and confirmed both City Hall and Browns Mill meet the city’s requirements as presented. Council questioned why the mall site did not qualify; staff said the mall parcels are not directly city‑owned (some are owned by the Stonecrest Development Authority) and the longer power‑extension distances would have exceeded the grant’s make‑ready limits.
Staff said EnviroSpark will own and operate the charging stations and will provide a customer support number on equipment; the city will not incur installation or operating costs. McCoy said the city expects final easement approvals by the end of the month and that the project will be placed on the next meeting agenda for formal approval.
