Garfield County reallocates capital funds to replace failing landfill culvert and approves interfund transfer

Landfill manager Deb Piscus told the Board on Jan. 20 that final 2025 BOCC‑sponsored program costs totaled $7,504.90 and presented estimated 2026 program needs of $8,500; the Board approved an interfund transfer to cover the 2025 total and accepted the 2026 recommendation.
Piscus then described an urgent infrastructure issue: a culvert that forms the primary access lane at the landfill is failing. The culvert runs under the bridge near the scale house and, if it fails, would require closing the access. Staff proposed a road realignment to allow the landfill to remain open while replacement work proceeds and requested reallocating $150,000 from a capital line originally budgeted for gas collection system design to cover culvert replacement and associated guardrail, gates and paving contingencies. Estimated direct culvert costs were $40,000–$50,000 but officials recommended reallocating the full $150,000 to cover possible additional expenses.
The Board approved the interfund transfer and the $150,000 capital reallocation by voice vote so the landfill can maintain operations during the emergency repair and to fund potential ancillary costs.
