Commissioners approve staffing request, equipment purchase and accept annual road inventory

At its Jan. 5 meeting Garfield County commissioners approved several routine but consequential operational items: filling a finance-department payroll administrator vacancy, awarding a landfill equipment contract, accepting the county’s highway users tax fund road inventory, and renewing a contract to run the fair’s demo-derby event.
The finance director told the board the payroll-administrator vacancy (frozen when vacated Dec. 17) creates internal-control risks and is funded in the 2026 budget. The board approved filling the position; the director estimated total wages and benefits for the role at about $140,000.
Procurement staff recommended awarding a cooperative-source contract to 4 Rivers Equipment LLC to procure a used 2024 John Deere dozer (about 700 hours) for the county landfill, not to exceed $242,617.98 under the Sourcewell cooperative purchasing agreement. The board approved the award by voice vote.
Commissioners accepted the 2025 Highway Users Tax Fund (HUTF) county road inventory. Road and Bridge director Scott Marsh said the county added roughly 126.7 schedule-A lane miles (Forest Service roads) back into the inventory, which should increase the county’s HUTF formula allocation; Marsh estimated the change could add in the neighborhood of several hundred thousand dollars annually, though he and CDOT staff cautioned the formula is complex and provided no precise number.
On the consent agenda, the board also approved the renewal of the Rocky Mountain Derby contract to provide the demo-derby event at the Garfield County Fair. Procurement staff said the contract was renewed based on safety requirements and an earlier sole-source finding; some commissioners urged greater local vendor participation in future events.
All actions were approved by voice vote with no roll-call tallies recorded at the meeting.
