Solvista tells commissioners RAC handled 681 clients last year, asks county to back CCBHC application

The Solvista presenter said the RAC treats patients for acute behavioral health crises and withdrawal management and has added a post‑discharge “host” team to link people to outpatient and residential care and reduce readmissions. “Last year, we saw a total of 681 clients and had a total of 2,608 bed days,” the presenter said.
Why it matters: Solvista warned commissioners that recent Medicaid losses and the state’s reconciliation payment model are squeezing cash flow for rural providers. Under the current payment system the presenter said the clinic is effectively reconciled against prior years’ caseloads every quarter, producing potential paybacks if enrollment drops. Solvista said federal CCBHC status would move it to a prospective payment model and reduce that volatility.
Commissioners asked for follow‑up data and signaled willingness to help with advocacy. The Solvista representative noted the center serves people from 29 counties and that roughly 70% of the RAC’s patients come from the local valley (Chaffee, Fremont and Lake counties). The presenter said the program is tracking quality‑of‑life measures (QL‑10) and transition‑of‑care outcomes to document impact.
Next steps: Solvista said it may request a letter of support from Chaffee County for the state’s CCBHC application and will return with more data from the QL‑10 and other outcome measures. The board did not take a formal vote during the session.
