The Chaffee County Board of Commissioners approved a conditional use permit Jan. 13 for Pleasant Preserve Rural Resort, allowing the conversion of a preexisting nonconforming use and expansion from 12 to up to 20 cabins.
Staff told the board the property has operated as a rural resort since 2020 but lacked a formal county land‑use approval; converting the use required demonstrating that nonconformities are minimized and that the use integrates with neighbors. Staff recommended approval, subject to final drainage plan sign‑off by the county engineer.
Applicant Ben Cherry said the resort is locally owned and operated, that each cabin will sit on multiple acres and measure about 150 square feet, and that existing infrastructure (including a 160‑person septic system installed by the Boy Scouts) is adequate for the proposed expansion. Cherry highlighted fire mitigation, local contracting and a Forest Service grant that supported mitigation work.
Commissioners asked staff to ensure the final engineer review of drainage requirements and included a condition requiring final engineering approval before development proceeds. The board approved Resolution 2026 granting the conditional use permit by voice vote.
