Chaffee County adopts new landfill tipping fees, plans mattress and Freon appliance recycling

County staff presented a proposed tipping-fee schedule and a resolution (2025-60) adopting increased charges for various waste categories at the Chaffee County Landfill, effective 01/01/2026. Staff said the landfill faces higher operating costs, capital needs (cell construction, entrance scale), and new CDPHE-mandated solid-waste user fees (an 85% increase phased in). Modeled adjustments based on 2025 volumes would produce roughly an additional $340,000 in revenue, about half the estimated need to fully cover an operating deficit.
The proposed schedule includes charging to cover the return of Freon-containing-appliance recycling (vendor identified from the Front Range) and a new mattress-recycling program in partnership with Springboks; staff recommended partially subsidizing household mattress recycling while discouraging commercial subsidy. Commissioners discussed enterprise-fund rules, subsidy limits, and the prospect that future extended-producer-responsibility reimbursements could offset some fees once state programs are clarified.
Commissioner 3 moved to adopt Resolution 2025-60 adopting the new fee schedule and direct staff to implement the rates on 01/01/2026; motion was seconded and approved by voice vote.
