Chaffee County directs staff to finalize contract with Upper Arkansas Conservation District for working-lands role

County staff recommended — and the board approved — entering a contract with the Upper Arkansas Conservation District (UACD) for the county's working-lands resilience coordinator position. Planning Director Miles Cottom said three qualified applications were reviewed and interviewed and that staff's recommendation is to "direct county staff to finalize the contract for the working lands resilience coordinator role with the Upper Arkansas Conservation District."
Cottom said UACD agreed to work with Andrea Cohen of GuideStone, the other finalist, to ensure expertise in grant-making and food-access work is available to the project. Staff described UACD as having community trust and a strong on-the-ground network that positions it to lead the effort. The expected contract start date is Jan. 1, 2026.
Speaker 2 moved to award the contract to UACD and direct staff to finalize terms; Speaker 3 seconded the motion and the board voted in favor. Commissioners thanked staff and the finalists for a competitive process.
What happens next: Staff will finalize the contract scope of work and execute an agreement with UACD; the county expects the coordinator role to begin Jan. 1, 2026.
