Advisory panel approves $10,350 amendment for Tienvar Cattle Company grant after archaeological clearance

The Common Ground advisory committee approved an amendment allowing Tienvar Cattle Company to spend the remaining $10,350 from its grant on pipe for a different water tank after an archaeological survey cleared the project route.

Betsy, presenting the item, said Brady "did get the archaeological survey complete and the green light to go ahead with the project. That was the 1 piece that was holding up the final, 10,350 to be spent." Committee members then moved to consider the amendment. "I make a motion that we approve the amendment request," said Speaker 3; Speaker 1 seconded the motion and the committee voted to carry the amendment.

In discussion, members raised site-management and reporting questions. One committee member asked about signage and parking at the site; Betsy confirmed that the remaining work is limited to pipe for another tank and that other project components had been completed and documented in prior reports. Anna suggested adding a follow-up question to future grant reports to capture whether grantees hired local contractors, calling it "an easy question to add to a follow-up report." Another member recommended receiving photos of completed work so the county can include them in an annual story map and report.

The committee did not adopt a requirement for receipts or additional penalty-based enforcement at this meeting; members said any new reporting requirement should be announced upfront and would be considered as part of process changes for the 2026 grant cycle. The amendment passed by voice vote; members recorded their approval with an "aye."

The committee’s action clears the remaining funds for field work contingent on the archaeological clearance; staff will incorporate the discussion points—local-spend affirmation and photos—into future reporting templates or guidance for grantees.
