Chaffee County to pursue state EPR reimbursements to support recycling and MRF planning

Chaffee County commissioners unanimously directed staff to proceed with a service‑provider application to the Circular Action Alliance (CAA) so the county can become eligible for Extended Producer Responsibility (EPR) reimbursements. County staff framed the program as a producer‑funded state model that collects fees from manufacturers and uses those funds to reimburse local governments for recycling and waste‑diversion services.
“This is a fund that collects a fee from the manufacturers, sellers, producers of different packaging material types that pay into a state fund that is in turn used to underwrite waste diversion efforts,” a county staff member (Speaker 5) said. Staff said the service‑provider registration opened about two to three weeks ago and remains open through January; if directed, staff will complete the registration and then develop financial modeling for the board in March or April to evaluate costs and revenue for a future service agreement.
Staff said the reimbursements could help underwrite operations for a materials recovery facility (MRF), curbside collection, drop‑off centers, processing costs and education/outreach. Commissioners expressed support and approved the motion to proceed with the application.
What’s next: staff will submit the service‑provider registration and return in spring with financial modeling and a draft service agreement negotiating how reimbursements would be paid to the county.
