Chaffee County ratifies $13,800 change order for landfill engineering monitoring

County staff described the change as an adjustment to an existing compliance mandate rather than a new discretionary project.
“Briefly, this is a $13,800 increase over proposed 2025 scope of services for the engineering required for both air and groundwater monitoring compliance with CDPHE,” a county staff member (Speaker 5) said while presenting the item. The staff member added that the contract is structured by task and is not a “to‑exceed” lump sum and that the original 2025 scope was $62,300.
Commissioners asked how recurring or expanding state requirements could affect the county’s budget. One commissioner (Speaker 3) warned that unfunded state mandates could squeeze the county’s enterprise funds and hinder capital projects such as the planned materials recovery facility. Staff said the county will examine enterprise fund needs and return with a proposed fee and tipping schedule for adoption at the Dec. 16 meeting so the board can address any budget shortfall.
A commissioner moved to ratify the change order and another seconded the motion; the board voted to approve the change order.
Next steps: county staff will bring a proposed fee schedule to the commission on Dec. 16 and continue to define the 2026 scope for Sanborn Head’s services.
