Council authorizes up to $3.71 million contract for Greening of Lincoln stormwater phase

City staff requested authorization to award a construction contract for the Greening of Lincoln Phase A Part 1 — Lincoln Park stormwater drainage improvements. Staff reported that bids exceeded engineering estimates and recommended using federal ARPA funds to cover the higher cost.
The council authorized the city purchasing agent to award a contract to Sargis Construction Corporation for up to $3,711,568, which includes contingency. Staff said other stormwater projects (Harrison Branch and Sharrow Avenue) may need alternative funding as a consequence of reallocating available SLAF and ARPA dollars to this contract.
Council members asked staff to provide analysis before redirecting funds away from other long-standing projects and to ensure that other stormwater projects are resourced appropriately. The motion to authorize the contract passed by roll-call vote, 7–0.
