City reports CIP progress and wins state and federal grants for stormwater and affordable housing

Caitlin Sabzi, capital improvements program coordinator, told the council the quarterly CIP update shows 27 active projects: 12 on target, six at risk and nine behind schedule. Sabzi noted one completed item — a nutrient-credit purchase for the stormwater program — and said staff is focused on developing the FY27–32 CIP.
She reported two recent grant wins in the stormwater program: a $640,000 Stormwater Local Assistance Fund (SLAF) award (50% state, 50% local) and a planning grant from the Virginia Department of Conservation and Recreation’s Community Flood Preparedness Fund to develop a stormwater resiliency plan. Sabzi said the CFPF planning grant will make the city eligible for future 50/50 construction grants once the plan is approved.
Separately, city legislative staff announced federal awards secured through the congressional delegation: $925,000 from the U.S. Department of Housing and Urban Development for Virginia Village acquisition/affordable housing and $1,092,000 to support the Cavalier Trail sewer flow-equalization basin. "So just a tad over $2,000,000 from our federal delegation to support our capital infrastructure improvements in the city," staff said.
Council thanked staff for grant-seeking work and asked that the FY27–32 CIP be made available online before the Planning Commission’s Feb. 18 presentation.
