King William endorses combined VDOT Smart Scale application for Route 360/Route 30 improvements

Planning staff outlined two projects eligible for Virginia Department of Transportation (VDOT) Smart Scale funding: Route 360 arterial-management measures (turn lanes and medians) and Route 30/360 intersection improvements identified in VDOT studies, some of which arose from public information meetings. Staff explained Smart Scale’s scoring process, the application timeline (application window opens March 1; final applications due Aug. 1) and the need for the jurisdiction’s endorsement to submit applications on behalf of West Point when the town’s study area overlaps county corridors.
Staff stressed that if selected by the Commonwealth Transportation Board, VDOT would fund and coordinate construction and that the county would not be required to provide a local match in this instance. The board moved to endorse the application; a roll-call vote approved the request. Board members noted the projects’ potential to reduce crashes and improve access near schools and commercial areas, and thanked VDOT staff for outreach and the recent public meetings.
Staff will proceed with the Smart Scale pre-screening, application refinement and submission steps in cooperation with VDOT and the Town of West Point; final project selection depends on statewide scoring and programming by the Commonwealth Transportation Board.
