Chairwoman Sepulveda opened the meeting and the board nominated the incumbent chair; the motion was seconded and carried. Jason Vasquez was nominated and approved as vice chair after a second. The board then approved minutes from its Dec. 19, 2025 meeting by roll call.
Staff announced that agenda items 2, 4 and 5 were postponed or withdrawn, leaving two substantive items for the session. The board then proceeded to hear public comment and the scheduled cases.
The elections were procedural and required only the majority consent of members present; no formal contest or alternate candidates were recorded. The meeting then moved on to consider Case 122 Potomac.
