Officer Hassan Alazawi presented 1902 Farwell Drive and documented major fire damage — charred rafters, missing exterior walls, exposed electrical wiring and interior collapse in places. The property had previously been abated and had a notice to vacate; staff recommended demolition but noted the owner had taken some cleanup steps.
Owner Glenn Welch described medical setbacks and said he would like a minimum 90 days (he asked for 90–120) to market the property and find a buyer. He provided a fire damage assessment and said the frame remained usable for a flipper buyer. The board debated options and ultimately found the structure feasible to repair if a buyer with resources assumed title; the board allowed 60 days to sell and 60 days after sale to repair, with demolition if unsold — the motion passed 4–1 (Fred Andes dissenting).
