Planning Commission postpones five rezoning or plan‑amendment items to late January/February

At its Jan. 14 meeting the San Antonio Planning Commission continued multiple rezoning and plan‑amendment requests to allow applicants time to provide site plans, resolve outstanding permit violations and further consult neighbors.
Item 11 (an amendment to the Southeast Community Area Plan at 1514 Rigsby Ave.) was continued two weeks to Jan. 28 because the applicant was not present and requested the delay. Staff reported notices and neighborhood responses; Commissioner Siegel moved to continue and Commissioner Milam seconded; the roll-call vote passed.
Item 13 (a proposed amendment at 4131 Culebra Road) featured presentations by authorized representative Gerald Newton and property owner Andrew Hajjali, who argued the Culebra corridor has evolved into a commercial corridor and sought C3 or restricted C3 to obtain a DMV dealer license. Staff recommended denial as inconsistent with surrounding residential uses. Commissioners and staff suggested narrower relief (C2 with conditional use limited to the Culebra-facing lots) and requested a site plan and resolution of prior unpermitted work. The commission agreed to continue the case to allow the applicant to submit a site plan and pursue alternatives.
Items 15 and 16 (applications by Gonzaga Medical Group for properties adjacent to their Pleasanton Road headquarters) were continued four weeks to Feb. 11 at the applicant’s request to pursue potential changes and to give staff time to review materials.
Item 18 (an amendment at 2601 Guadalupe Street) was presented by Senior Planner Edardo Gomez; applicant Voltaire Zambrano said the parcel previously carried commercial zoning. Staff recommended denial because the mid-block location is surrounded by stable single-family homes. Commissioners expressed concerns and moved to continue the case four weeks to Feb. 11 to give the applicant time for outreach and to develop a clearer proposal.
Each continuance was approved by roll call. Commissioners repeatedly emphasized that submitting a detailed site plan and resolving any outstanding unpermitted work would make subsequent consideration smoother and could obviate the need for some plan amendments depending on the zoning route chosen.
