Committee approves Pedcor Investments enrollment in habitat plan for 19.31-acre site

Riley Bosegger, senior planner with Development Services, presented a SEPHCP enrollment application from Pedcor Investments, LLC for an approximately 19.313-acre property south of U.S. 281 and South Breeze Street in Council District 9. Bosegger reported that the project area includes 11.94 acres of Golden-cheeked Warbler habitat within the project boundaries and 23.53 acres of GCW habitat within 300 feet, and estimated the need for 36 GCW conservation credits.
Bosegger listed the fee components required for participation: a GCW conservation credits fee of $288,000, a participation fee of $19,313, and a plan administration fee of $30,731.30. He said the applicant has paid the $2,500 application fee and that the applicant will be required to pay the full mitigation fee of $388,044.30 prior to completing enrollment. "Staff recommends approval, and our biologist is on the call to answer your questions," Bosegger said.
With no questions raised in the room or online, a motion to approve the SEPHCP application was moved and seconded; a roll-call vote recorded all members voting aye and the motion passed unanimously.
Next steps: applicant must pay the full mitigation fee before enrollment is completed and coordinate with Development Services and plan administration to finalize enrollment.
