Sheryl Holland, the county's budget and reporting director, presented the James City County Popular Annual Financial Report (PAFR) for fiscal year 2025, a condensed 12‑page companion intended to make audited financial information more accessible than the technical Comprehensive Annual Financial Report.
Holland walked the board through the PAFR structure — a high‑level introduction to county finances, two pages on general fund revenues and expenses, a capital projects fund summary, fund balance and net position trend pages, and an appendix with links and a short quiz. She emphasized that the PAFR is a supplement, not a replacement, for the ACFR and that detailed numbers and contact links are included for citizens seeking more information.
Holland then shifted to an overview of capital improvement program (CIP) requests submitted for FY27–FY31. She said the spreadsheet provided shows department original requests by project title, category (project or maintenance), department priority ranking, projected timeline and requested cost by year. She highlighted major requests across departments including transportation match funding and transit stop improvements (Community Development), Fire Station 3 replacement and a new Fire Station 6 (Fire), a consolidated government center and voting equipment replacement (General Administration), parks and recreation projects across multiple parks, library project requests and a proposed courthouse 30,000 sq. ft. expansion with alternatives to delay construction. Holland reminded the board these are requests for consideration during the budget process and noted new items are highlighted in the spreadsheet.
