VDOT reports 87.4% completion rate for fall maintenance; lists local projects and winter response plans

He said routine responses included pothole patching, sign repairs, debris removal and animal removal, and that the customer service center showed an 84.3 percent rate for combined responsiveness.
Carroll told the board VDOT responded to two winter events in early December and cautioned that narrow subdivision streets and parked cars make it unsafe to operate heavy snow‑clearing equipment in some neighborhoods. "When people park on the side of the road in an incline, it's not safe for our guys to try to get down there to spread that because it's heavy equipment," he said, urging residents to use driveways to allow larger equipment room.
He reviewed projects in design and bidding: the Long Hill Road shared‑use path, Jamestown High School sidewalk and crosswalks, and a Route 5/Centerville/Route 30 driveway/right‑in/right‑out improvement that required re‑advertising after a nonresponsive bid. Carroll also listed under‑construction work, including guardrail replacement and the Croaker Road widening (with a fixed completion date listed by VDOT) and reported completion of the Jamestown transfer bridge hydraulic lift system, which remains to be closed out.
On traffic safety work, Carroll recapped studies that kept the Monticello Avenue speed limit at 45 mph, recommended signage changes at Jackson Drive and Adams Road, and proposed double‑yellow centerline markings on Route 30 to address crossovers. He noted a Roadway Safety Analysis for Route 30 and a Surrey Crossing Study under development that includes James City County.
Carroll closed by listing the department's near‑term maintenance calendar (primary litter pickup starting Feb. 2; secondary routes Feb. 20; primary mowing beginning April 2) and invited follow‑up with county staff on neighborhood‑specific concerns.
