Staff updated supervisors on a SmartScale-funded safety and turn-lane improvement project at the Route 258 intersection commonly called the 'Dairy Queen Intersection.' The project — focused on adding turn lanes on 258 north and south — is approximately 90 percent complete in design and staff expects to submit the PS&E package to VDOT and advertise the work this spring.
Because the taper for a southern turn lane crosses Norfolk Southern tracks, the county will execute a construction agreement with Norfolk Southern. Norfolk Southern will bring its own contractors to perform the work on the track and the county’s contractor will handle the remainder; the signal arms and the signal cabinet at the intersection will need replacement and rewiring as part of the work. Staff said the intersection work is included within the scoped project budget and the schedule remains on track.
No final construction contract award was made at the meeting; staff said they will continue design and coordination with Norfolk Southern and VDOT.
