City staff reported five bids for the 2026 Muzzy/Allen base bid and alternates; Don (Speaker 5) told the council four bids came in below the project estimate of about $1.2 million and that the low base bid was submitted by Copeland and Kinas of Green Lake, Wisconsin, for $1,022,800.53. Staff recommended awarding the base bid plus Alternate 1 (Grove Street), bringing the combined award to $1,554,499.70.
"We opened bids on the project on January 27," Don said, adding that four bids were below the estimate and that staff recommended the base bid plus Alternate 1. He told the council contractors hoped to begin work in March.
After discussion, the council voted unanimously to award the base bid and Grove Street alternate as recommended. The council then approved a separate contract for Conco Engineering, a formality required by the Department of Natural Resources for clean-drinking-water loan files; staff said the engineering amount was within the budget and that including design services in the loan was an option. Alderperson Smith moved to approve the Conco Engineering contract; Henkel seconded and the motion carried on a unanimous roll call.
No bid protests or abstentions were recorded. Staff will return with project schedules and any required loan paperwork as the project proceeds.
